Generally speaking, not only have the works themselves been largely increased, but also there has been a considerable fluctuation in the value of the dollar since Mr. Bruce's estimates were made.

The only question which now remains is, as to whether the proposal made by the Governor to remove Mr. Eves and to hand the general control of the construction of the railway to Mr. Chatham, the Honourable the Director of Public Works, is a desirable change, and in this matter we have already expressed our views in our letter of 12th instant.

We have endeavoured in this report to place before you all the information at our disposal with regard to the progress and prospects of the work, and have recommended that a Contract should be let for the completion of the large tunnel.

Whatever may have been the views of the capability of Mr. Eves under the present regime, there is no doubt that he is fully equal to superintending the work of a good contractor, a remark which no doubt also applies to Mr. Chatham.

This being the case, whether a contract is eventually decided upon or not, we have nothing further to add to our letter of 12th instant.
